Pengembangan Kompetensi Sumber Daya Manusia PPSDM Migas Berdasarkan Analisis Kebutuhan Diklat (AKD) Berbasis Model ADDIE

Penelitian ini berfokus pada penerapan model ADDIE (Analysis, Design, Development, Implementation, Evaluation) dalam pengembangan kompetensi pegawai di PPSDM Migas. Tujuan penelitian ini adalah untuk menganalisis proses perencanaan, pelaksanaan, dan evaluasi pelatihan yang bertujuan meningkatkan kompetensi pegawai serta efektivitas organisasi. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus deskriptif analitis. Data dikumpulkan melalui wawancara mendalam dengan pejabat struktural serta analisis dokumen terkait perencanaan dan evaluasi pelatihan. Temuan penelitian menunjukkan bahwa penerapan model ADDIE memungkinkan identifikasi kebutuhan pelatihan yang lebih sistematis dan sesuai dengan standar kompetensi sektor migas. Proses analisis kebutuhan pelatihan (AKPK) membantu mengidentifikasi kesenjangan kompetensi pegawai, sementara perancangan pelatihan berbasis jabatan dan penempatan memastikan relevansi materi pelatihan. Implementasi pelatihan mencakup metode blended learning, workshop, serta simulasi studi kasus yang mendukung peningkatan keterampilan teknis dan manajerial pegawai. Evaluasi pelatihan menunjukkan peningkatan kompetensi pegawai yang signifikan, meskipun terdapat tantangan dalam adopsi teknologi dan pengelolaan konflik. Penelitian ini menegaskan pentingnya pendekatan berbasis model ADDIE dalam pengembangan SDM di sektor publik guna meningkatkan daya saing organisasi secara berkelanjutan.
